The Retail Distribution Review succeeded in raising professional standards but inadvertently killed mass market investing. The regulator’s Advice Guidance Boundary Review (AGBR), particularly its proposal for targeted support, has the potential to deliver support to the mass market by reducing regulatory paranoia around ‘advice’ and tap into an already mature technology landscape to improve financial outcomes for millions of people in the UK.
